flocks[?]. and as no appropriations had been made by the authorities of that county, to provide for the indigent colored people and as I considered their case's of extreme suffering I employed (under the Provisions of Circular dated office Chf. Med officer B of R F & A L's State of Va. May 11th 1866) a private Physician to attend them at such recompensation as the Asst Com'r deemed proper. on my last visit to the mountains I found all doing well. and ready to renew their exertions to improve their condition.

The White's are generally well disposed towards the Freedman, and the Civil Authorities show a disposition to care for the indigent colored people of their respective counties

There are many of the lower class of Blacks that are lewdly and lasciviously associating with a still more degraded set of whites. I have invited the attention of the Civil Authorities to the matter and await their action. Generally the colored people appreciate and observe the force of Section II of an "Act to legalize the marriages of colored persons cohabitating together as husband and wife." (Passed Feby 1866)
