In Obedience to Cir No 6 dated Head Quarters Asst. Com of Va. Richmond Va January 27. 1866. I have the honor to make the following report.
The most of the Freedmen are at work and show a disposition to be industrious. A large number of them are are renting farms for next year, and as a class they are doing better than could be expected. 

A very bitter feeling exists on the part of the whites towards the Freedman particularly towards those who have been in the army. This feeling is confined mostly in Accomac County, where there is an organized band for the avowed purpose of driving all colored people from the
