& caprice of another class of alleged superiority. 

The Freedmen report that the Season will yield average crops. They seem hopeful that they will be more independent next year, though I greatly doubt whether many of them will raise more than enough to supply their own necessities during the coming winter. 

Their sanitary condition is better even than during last month - very few deaths having occurred, to my knowledge, since last report & very little sickness existing at present. 

The Freedmen's school in Manchester is not in session at present - it being vacation.

The issues of rations have necessarily been considerable, owing to the large number of aged people, who if not infirm, are able to do very little for their support & are mostly unable to get steady work of any kind - young people being preferred at higher prices. It is hoped that next month's issues will be less.
