and conformity to the laws of the State, and ordinances of the City. Their willingness to perform their duties faithfully is clearly shown by the fact, that not one instance has come to my notice during the month of violation of contract. Those who are cultivating land on shares, appear to get a long amicably with those interested. The ill feeling towards them as a general rule I regret to say is not by any means on the decrease, and is carried out more palpable in the city than in the county. 

Many of the poorer class of Freedmen who rent rooms from the whites, are frequently unjustly dealt with on account of non payment of rent. They find it a very difficult matter to procure their money, for their labor, and in many instances do not get it, as a rational consequence they are frequently behind in their payment. It is not an uncommon occurrence for the landlord without legal authority to seize what little furniture they possess, and would retain it, had they not the protection of the Bureau.
