With reference to the non payment by the whites, I would again urge the necessity of the resumption of the "Freedmen's Court" This is of vital importance to the Freedmen. They are better satisfied with the decision of the Court, and feel a sense of security whenever their case is tried before that Tribunal, Knowing that impartial justice is dispensed. No difficulty was experienced by the Freedmen in obtaining their just right. The white people at once paying the amount no matter how small, frequently a Summons from the office would cause the payment without trial. 

Since the transfer of actions for debt, to the Civil Courts, they feel they will not get that impartial justice, which is rightly due them, on account of the partiality shown the whites in Criminal offenses, and in many instances prefer, rather to lose the amount (which generally is small) which they have laboriously worked for and justly earned, than bring their case before a Civil Tribunal.
