Monthly report pertaining Condition and feeling between whites and freedmen, and of the Bureau affairs" General, in the sub-District County of Louisa V'a by 2d Lieut Jacob Roth, VRC Ass't Superintendent Bureau of Refugees, Freedmen & AL. for the Month ending the 31st day of July 1866.

On duty at this Post, only for the last half of July, I am satisfied, that I being not posted well enogh and not able to forward a proper report as required. The people of Louisa C.H. and neighborhood seems to be so far satisfied with the Bureau affair as they have received me kindly & willcom; and to this time have not given me any reason, whereof I would have a right to complain, how it stands at further points of the County I do not no yet. To the Testimony of a number of the white Citizen with whom I hat an intercourse, the Majorithy of the freedmen, behave them self very well, but still they find exception among them less or more as among the white; which comming cross the same kind of white people, will yet & for further time, bring dificulties, which
