I have the honor, in compliance with Circular, No. 6, current series, Head Quarters, Asst. Comr. Va., to submit the following report upon the condition of Bureau affairs and state of feeling existing between the citizens and freedmen in this county. 

The number of destitute rations issued in this month, was much less than during the months previous, except the month of June, which was partly spent when I entered on duty in this sub-district. A principal reason is the abundance and cheapness of vegetables, which are made to supply in large measure the place of other food. Still there are many really destitute persons, and the number is on
