between the commission of the offense and the punishment. 

I still find a disposition on the part of some citizens, to take advantage of the Freedman in the formation and construction of their contracts. I find others who, having completed their harvest, wish to rid themselves of such laborers as work by the year. To this end they provoke them to a breach of their contract, and then assume to be the parties injured. But such cases are not numerous. 

On the part of the freedman, there are still some who are disposed to idleness, and others who are addicted to stealing. A much larger number are impertinent and disobedient. And from these sources, especially the last, arrise most of the troubles that come under my immediate notice. 

I am of the opinion, however, that the relations existing between the white and colored people, have considerably improved during this month. There are fewer complaints, and apparently left dissatisfaction.
