Bureau of R.F. & A.L Office of Asst Supt Sub Dist of Culpeper & Rappahannock Culpeper C.H. Va July 31 1866 Bvt Maj W.R. Morse Supt 4th Dist Va Major In compliance with Circular No 6. Dated Hd Qrs Asst Com Va Richmond Va January 29th 1866. I have the honor to Bureau Affairs of this Sub Dist to be in fair condition. The freedmen are at work very faithfully notwithstanding the cry of a certain class "that the nigger wont work" The large crops of corn plainly show that they will work when properly treated. Truly these people are inconsistent not only in matter's pertaining to the freedmen, but in their own social affairs. The Freedmen of this county have organized a debating society which is going to work a great good among them by bringing out their ideas & encouraging a desire for knowledge. Their debates have astonished all who have listened to them and
