upon to bear equally with the whites this tax while the Colored paupers are receiving no help whatever from the Co.  I have made and forwarded a Special Report of this, to the Supt of this Dist.

There seems but little abatement of feeling on the part of the whites towards the Freedmen as many petty acts, of frequent occurrence, show.

I cannot close without speaking of the spirit manifested in speeches made by several prominent men of this subdistrict - at a Flag presentation on the Fourth of July, in this place, showing a great deal of bitterness, and which was reprehensible more, for it promoting feelings of dissatisfaction and non conciliation, than to any direct attack on Government, of which they were very carful.
