"Removal of Freedmen at the close of the current year"
In the County, there is a population of six thousand "Freedmen" and they are now residing on Farms where they were placed by the government where the Bureau held them under its control. The farms were restored to the owners with the proviso that they rent to "Freedmen" for this year, which they complied with and now every landlord nearly in this county has notified his tenants that they must remove on or before the 1st day of January 1867. and I anticipate much trouble at that time as by recent orders I am compelled to remove them but to what point I have not been informed. The "Freedmen" themselves have been raised on these farms and say they will not move, others state that the government placed them there, and the government will have to remove them. I am satisfied that force only will accomplish what advice and counsel has failed to do and that a very large armed force will be necessary to enforce the aformentioned order in removing them to some other locality.
