Sir:

I have the honor to submit the following report of the condition of New Kent County during the month of July.

The Sheriff reports slow progress in collecting taxes from the Freedmen; Some have paid promptly, but a great many of them, while very willing lack the means, and many more have not the inclination to pay.
 
On the borders of James City Co. unwillingness is most manifest, and is the result of the advice of one or two freedmen in that vicinity, and the knowledge that the freedmen in James City Co. have been exempted from taxation by the Court of that County.
