I have the honor to make the folowing report of the state of feeling existing between the Whites and Freedmen in Williamsburg and James City County.

The Whites are tolarbly well disposed to  wards the Freedmen, but from observation I find the greater portion of the Land owners will not rent land to the Freedmen for another year, and the larger portion of the Freedmen, will have to find homes in other Counties or other States.

The Whites are delinquent about paying the Freedmen for labour that they do for them whether it is for the purpose of embarising them on account of lack of fuds [[funds]] to pay with I am unable to say but I am of
