General,

I have the honor to report that affairs in my County are unchanged since my last report.  Everything is generally quiet, and with the exception of theft and [[?]] outrages committed by straggleing Freedmen passing through, from other Counties, which the Civil Authorities it appears are unable to prevent, everything would be working well.  I have in all cases when called upon by the Civil Authorities, given them all the assistance I could to apprehend depredators &c, it is though almost impossible to prevent such outrages where we are so near to such
