places as Hampton and Yorktown, where there are so many Freedmen congregated many of which have in my opinion no employment, and must necessarily steel to support themselves.

During the month I have been requesting the names of the Freedmen desiring to work on the contemplated Rail Road from this point to Richmond under the following headings, viz No. Name, Residence before the War, Present residence, Occupation, family, that is if each one has a Wife and how many children, which is carefully noted down.  I have up to date registered four hundred and nineteen names.

The Work on the R.R. is to be commenced about the 20th of August 1866, When I anticipate a great increase of [[strikethrough]] [[illegible]] [[/strikethrough]] business in my office.
