In compliance with Circular No 6 Hd Qrs. Asst Comr Va Richmond Va January 29th 1866  I have the honor to report; That the affairs of the Bureau in this Sub-District are progressing quietly and favorably.  The feeling between the Whites and  Freedmen is gradually improving, As a general thing the farmers are pleased with the way the Freedmen have been working, that, together with the seasonable weather, has combined to make all feel more pleasant-

There are some few instances where the Farmers complain of the way their hands worked, with reason too I believe. Those parties, or nearly all of them did not have their Contracts approved by the Bureau,-

If it would not be impertinent in me I would suggest, That about the time Crops are to be divided &c - about the end of the year - that cases arising out of the division of Crops, and wages, in general, be all decided by the Agent of the Bureau - The Freedmen will have no means to fee Lawyers, and very little if any will be able to wait for the slow process of the Law.
