I have the honor to make the following report in compliance with circular No 6 of date Jany 29th 1866 (H.Q. Ass't Com'r State of Virginia)

The feeling existing between the Whites and the Blacks is growing worse; the late rebels are growing bolder, and they set the laws of the United States at defiance.  I often hear it said that they upon the reorganization of the State Militia, "they will show the darn yankees a trick"; that they are only holding off to take a better hold, and fight in the Union: they circulate very industriously false report among the negroes; which reports cause the
