shares, and I am pleased to be able to say, the prospect for abundant crops is excellent, which will certainly be encouraging to the Freedmen in this their first experiment at farming for themselves.

The Freedmen in the city of Fredricksburg are mostly very poor, and consequently a great many of them live in miserable dirty tenements which they neglect to keep clean, and in case the cholera or any other contagious disease should visit this place, the mortality amongst this class of Freedmen would be great. I will make every effort in my power to remedy the evil.

I am apprehensive of trouble this fall when the Freedmen commence gathering their Crops, as white men have already commenced to complain that many Freedmen have not complied with their contracts, if cases arising out of these contracts should be brought before the civil courts. I am of the opinion that it will be almost impossible for the Freedman to get justice done him-
