Reports in compliance with Circ No 5. C.S. of the feeling existing between whites and freedmen reports four cases of freedmen who complained of outrages committed by the whites and the actions of civil authorities, viz:

Isaac Brain colored v.s. John Harris living near Leesville Campbell Co. had kicked his (Brains) wife in the fact & pummeled her with his fists. Referred to civil authorities Action not received.

Geo Glover (colored) v.s. Wm Mosely living near Spout Springs Appomattox Co. that beaten his daughter with his fist in the face referred to civil authorities Action not received.

Amanda Scott (colored) vs E R Horton Campbell Co. had beaten her with a club and his fists. referred to civil authorities Action not received

Molly Dillard (colored) vs Barney Murphy had beaten her daughter with a stick over the face eye is entirely closed from the effects of the blow. Case referred to Wm Shoemater J.P. who swore Murphy & on testimony dismissed the case 

States most freedmen are ignorant of the manner to procure justice, ect.
