arbitration.  The Whites, with some rare exceptions practically acknowledge and fully appreciate the present status of the Freedmen, the better class are in favor of their Education, and have already offers their assistance in building churches and school-houses.

There is a better feeling existing between the two races now, than at any time since the Surrender of Lee.
