Bureau of RF & A Lands Office Asst Supt Charlotte Co Va Charlotte CH Va July 31st 1866 Maj Gen A.H. Terry Asst Commissioner Va Sir. In compliance with Circular No 6 Hd Qrs Asst Comr Va 1866 I have the honor to report a very favorable state of feeling existing between the whites and Freedmen. I have not but very few complaints from the latter during the past month and they were mostly for the nonpayment of wages due, Magistrates have assisted them in enforcing their claims in all cases which have come to my knowledge. The universal scarcity of money is I think the cause of such complaints and not any disposition on the part of their employers to deprive them of their just dues. I have heard no complaint about their work, they seem to be working very well so far as I have seen They have been endeavoring to establish schools in different parts of the county and the movement is encouraged by nearly all the influential citizens in the vicinity at this place they have raised a considerable sum
