General.

In obedience to Circular No 6 C.S. issued from Hd. Qtr. Asst. Comr. State of Va. I have the honor to report that all matters connected with the Bureau in this Sub Dist. are continuing very quietly, with little interruption save upon the part of some, who are cruel & unreasonable toward the freedmen, withal the feeling is improving between the two races.  yet there are those in the County who would heap indignities upon the ignorant freedmen were there no restrictions by the presence of the Freedmens Bureau. Several such cases have been brought before me, though such ill-treatment meets with the condemnation of the people of the county
