Sir,
In compliance with circular No 6 C.S. I have the honor to make the following report - viz

That while many complaints have been made most of which have been amicably settled, those that have gone into the courts have been fairly and justly dealth with so far as the officers of the law are concerned.

There are a good many complaints of unfair treatment by employers, some of which no doubt are hard
cases, and can be met only by the slow process of law. Many are being discharged for frivolous
reasons, or a difficulty goten up to get rid of them now that they are not need in the crop. This 
place has been made uncomfortable and they do not desire to return. They take what they can get
and risk employment elsewhere at less wages.
