In compliance with the order from the Asst Commissioner at Richmond I am endeavoring to organize my Court

The Presiding Magistrate of the county decline to become a member; one other has also declined I am waiting answers from several other magistrates I am unofficially informed that no magistrate of Nansemond County will sit  If I correctly comprehend the Order organizing the Court, 'tis not expected that I will allow its provision to be contemned by continuing invitations until I reach every magistrate in the county, as all would, in my opinion decline

There are some men in this Sub District who would be glad to see justice done to the negro, but will make no effort in that direction lest they be charged with being his friend

The prejudice against colored schools is declining; still no teacher of such school is treated with respect; the chivalry consider the calling disreputable
