In compliance with existing orders, I have the honor to submit the following report, of the condition of affairs of the Bureau, R.F.& A.L. in the counties of Nottoway & Lunenburg Va. during the month of July 1866.

Condition of the Freedmen.
I have visited them on the various plantations and have generally found them contented and doing well. They are gradually learning to understand and appreciate their new position, and judging from the conduct of the majority of them, I believe they are endeavoring to prove, that they are not unworthy or unmindful of the kindness shown them by the Gov't,
