General: In compliance with instructions dated Hd Quars Supt R.F. & A.L. 8th Dist of Va. July 24th 1866.

I have the honor to report that the "General Condition of the Freedpeople", in my Sub district comprising the Counties of Wythe. Carroll and Grayson in the 8th Dist of Va. [[strikethrough]] are [[/strikethrough]] is still favorable with but few complaints relative to labor performed. and not paid for. during the Summer and winter of 1865. and where children have been bound out without the consent of the parent or an investigation as to likelihood of their  becoming a County charge, all of which cases are being carefully investigated to the end that the freedman may obtain
