While there are many still prejudiced and who endeavor to take advantage of their ignorance by defrauding them when not bound by written contracts in circulating stories to the effect that the provisions contained in Circular no 7 (dated Hd Qrs Com'd "B" of R.F & A.L. Washington D.C. July 2nd 1866) relative to the settlement of "Public Lands" are gotten up for the purpose of deceiving the colored people detrimental to the good intentions of the Bureau.
