General-
I have the honor to make the following Report, relative to the affairs of the Bureau in my Sub District, comprising the Counties of Montgomery, Pulaski and Giles, in the 8th Dist. of Va. during the month ending August 25th 1866.

The workings of the Bureau have in a great measure been in harmony with the civil Laws, and the disfavor which it first met with, has gradually given way to a more favorable impression among the Citizens. At present there is no conflict whatever between the whites and negroes - the latter conducting themselves in an exemplary manner, with a gradual improvement in their social condition.

In a former report to the Superintendent of my District, I made the statement that the Poor of Montgomery County were cared for irrespective of color by the civil Authorities, but I find on personal investigation that I was misinformed, and that there are no provisions made whatever, for the maintenance of the Infirm Indigent Freedmen. Recent cases of extreme necessity and affliction, one a Deaf and Dumb Colored man unable to work for his support, another a woman who has fits and is physically incapable of making a living - another an aged infirm colored man who is entirely worn out by hard service, and others which have come to my Notice - - -
