Sir 

I have the honor to report "that the state of feeling existing between the whites and Blacks in the Counties of Northumberland & Lancaster Va has very materially improved during the last month, the Freedmen are with few exceptions making an honest effort to maintain and educate themselves, and a large portion of the white inhabitants seem disposed to second them in their efforts. Many schools have been established by the Freedmen, without aid from others, and no objection to them appears to exist among the whites, most of whom seem to think is desirable that the blacks should receive some education. These schools are only held on the sabbath, and are mostly taught by men who have learned to read while in the U.S. Army. They are of course very imperfectly taught, but it shows that they have a disposition
