Office of Asst. Supt. B. R. F. & A.L. Sub. Dist. of Essex, King & Queen & Middlesex Co's. Tappahannock, Essex Co. Va. August 29, 1866. Bvt. Brig. Genl. O. Brown, Bureau of R. F. & A. L. General: I have the honor to make the following report of the conditions of Bureau Affairs in this Sub-Dist.: There is no change in affairs since my last and nothing of interest to report: there has been no trouble between the whites and Freedmen brought to my notice since last report, although the bitter feeling still exists between them to a great extent. The Registry of Marriages which is being taken over again is progressing rapidly as is all matters connected with the Bureau. I am, General, Very Respectfully, Your obt. servt. Watson R.
