In compliance with Circular No. 6 dated Bureau Refugees Freedmen and Abandoned Lands, Head Quarters Asst Comr State of Va Richmond Va 29th January 1866. I have the honor to forward your "Report" of the affairs of the Bureau for the Sub District of Richmond Va.

I have observed during the past month a material improvement in the condition of the freedmen, an earnest desire for social improvement is manifest, they appear to progress more favorably with the whites, who are beginning to see that kindness has a more salutary effect, than the usual acts of brutality, consequently I have had less reports to make during the month.

The Guardians of the Poor of the City and County have had due notification of the new issue of rations after the 1st Octo 1866, with the intimation that they will have to assume charge of the Indigent Freedmen and Refugees, after that date. From my personal observation, I feel well assured that provision will not be made for the number of
