applicants who will require relief and assistance during the coming Winter. They may help the whites to some little extent, but to the Freedmen the hand of charity will be closed.

The number of rations issued from this office, have very considerably decreased, the majority of those issued are to the aged and infirm. A "Home" has been provided for them at "Howards Grove Hospital" and numbers have availed themselves of it.

I would recommend the closing of the soup house, very few rations are issued and considerable expense would be saved the Bureau.
