issued in the county since my assignment. Matters are different in Bedford. the civil authorities have as yet made no provissions. for the poor colored people. There are ten (10) at the poor house who are rationed by the Gov't through me, but others are refused admission. Cases of cruelty are becoming more numerous of late. One of the most outrageous acts was reported to me, yesterday by a Freedman who was shot at, four times, the third shot took affect in his left elbow joint. The colored mans name is Abraham Jennings, and was working for R. T. Nowel for a portion of the crop, the man who committed the act. The above case I reported to Capt R. S. Lacey Superintendent, and forwarded the man to Lynchburg for treatment in Hospital. All the other cases that occurred through the month I eather reported at the time, or referred them to the civil authorities for there action, which will be seen in my report, rendered, in compliance to Cir-No. 10.
