Sir,

I have the honor to report the following in regard to the condition of the Bureau in this County.

I am happy to state that there has been a decided change for the better during the past month. The Freedmen in this County had as a general thing altogether to exalted an idea of their freedom. I have by talking and explaining to them their position made a great change in their ideas. And they seem to be anxious to do what it right.

During the month a gentleman by the name of "Cardwell" came to me and stated that one of his neighbors had offered his hands (two of them) larger wages then he was giving them, in consequence of which they left him.
