I have the honor to make the following Report of the condition of Bureau Affairs in this Sub District for the previous month.
There seems to be but little change in the feelings between white and colored this past month.  The whites manifest too frequently, a disposition to take advantage of the Freedman whenever opportunity offers. Many of the planters are trying to rid themselves of their colored employees, now their crops are worked, and labor [[plentiful?]], frequently on the most trivial pretexts. Many who are indebted to the Freedman for labor performed attempts to put-off the payment of the annual wages due, and would attempt to defraud entirely
