Bureau Refugees, Freedmen & A. Lands Office Asst Sup’t Sub. Dist. Westmorland [[Westmoreland]] & Richmond Co Va Warsaw Richmond Co Va August 31st 1866 Brvt Brig Gen’l O Brown Richmond City Va. General: I have the honor in compliance with instructions contained in circular No 6th, of date January 31st 1866 to make the following report: In my last report of this character I gave strong statements in regard to the “existing feeling between the Whites & the coloreds” That report in part, was published in the public journals of the country, and made quite a sensation here. I was denounced as stating that which was untrue and uncalled for and, I have received annonamous [[anonymous]] notes stating unless I altered my course I should be silenced. People think, Officers upon this duty which I am upon, are politicians and sent this way upon purpose to stir up public sentiment that will be injurious to the South. Since upon this duty I have repeatedly told people here that I have nothing to do with politics as the regulations of the U.S. Army deny such matters to officers The colored people are in the opinion of a great majority of the people of my district a race inferior to the whites and are to stand and be (over)
