of confidence between the races, and which I am loth to Say is not improving as fast as desirable. The conduct of the Freedman has been good. They bear many petty grievances without a murmur which any other race would not. 

That the able-bodied are self supporting. Rations have been issued to comparatively few considering the start they have had. Owing to the drought of the last month or more in this County many will be reduced to very Straightened circumstances if not absolute need. This falls very heavily upon some of the most energetic of the Freedmen, They having to depend upon the crop and not monthly wages.

The freedmen are fast finding out their rights and privileges and if properly treated and advised will do well and conduct themselves well towards all. The difficulties mostly arising are from persons almost without character who often stoop to the level of the negro. (over)
