Sir:

I have the honor to report in compliance with circular no. 6 from Hd. Qrs. A. Com. of Va. dated Jany. 29'' 1866, that the condition of freedmen’s affairs in the sub-district of Prince Wm. County is favorable – no marked change since last report. I think the relation between the whites and blacks as a rule in this county is almost the same now that is ordinarily seen in the North between the laborer and his employer in all essential matters. The disposition of the freedmen for industry and thrift is not inferior in my opinion to that of our hired laborers in the North. The action of the Courts of the Co. in securing the freedmen their wages, in cases where they have had to bring suit, has had the effect to give them a feeling of security, and make them more contented and better hands, and it has checked the disposition to impose on them which a few dishonest and bad men have shown, and would be likely to be found to show in any community. An outrage was committed near Catletts Station in this county last week. Rev.
