I have the honor respectfully to report per instructions of provisions of Circular No 6 CS Hd Qrs. Asst Comr Richmond Va Jan 29th 1866, that "the condition of the Bureau affairs in this Sub Dist is as prosperous as can be expected 

All of the Freedmen are self supporting at this time independent of the Bureau, and the majority of them are working well, though there are some who have great inclination to idleness, but manage to live in some manner.  It has been my aim, to influence them to industrious, and economical habits, and should crops come in favorably, I think most of them would live very well through the coming winter"

"The state of feeling between the Whites and Freedmen, is increasing in confidence.  Many of the Ministers of the Gospel, and all good men, take an interest in their well being, which is appreciated by all good and upright Freedmen."  Nevertheless there are some of both the
