Freedmen who appear to be less intelligent than those of Fauquier Co Va

I do not think the feeling between the whites & Freedmen is of a very friendly character at present. Especially in the more remote parts of the counties. I have thus far labored to improve this feeling & have made every effort to have the agreements for labor, properly stamped & witnessed according to the present law of Va in reference to the hire of Freedmen — No disturbances of note have thus far come under my observation between the whites & Freedmen. in my Sub Dist. I have had considerable talk with the different Magistrates, they seem to feel disposed to act fairly toward the colored people. though I am of the opinion this is more from policy than from a real desire that the Freedmen should have their rights

I have had but few applications for government aid, thus far. The Freedmen seem to be as a mass self supporting though I have observed that they are very improvident & do not seem to make but little preparation for the coming winter —
