I have the honor to make the following report in reference to Bureau Affairs in my Sub Dist.

The general condition of Affairs is good; the Negroes are working well and a good state of feeling seems to exist, as a general thing, between them and the Whites. The subject of education for the Negroes does not meet with much favor among the Whites and I am satisfied that many of them will throw every possible obstacle in the way, but the Negroes are working energetically for the establishment of schools, and with the assistance of the Bureau, will succeed.

There are at present but few idle freedmen in my Sub Dist, and no reports of any suffering
