as is natural to suppose many idlers and disreputable characters took advantage of this state of things, and while supported by the Government, were strolling over the country committing all sorts of depredations, and when called upon by the Officers of the law to account for their misdeeds, would apply to the agent of the Bureau to defend them.

It is not my intention to throw discredit upon the official acts of my predecessor who was, so far as I can learn, a faithfull officer, and performed his duties to the best of his ability.  The state of feeling existing between the whites and Freedmen is of an amicable nature.  The colored people are working well and evince a disposition to better their condition.
