In Compliance with Circular No "6" CS Hd Qurs Asst Com'r State of Va. I have the honor to report no change in the Condition of Bureau Affairs in this County since my report of July 31st 1866.

There is the same disposition shown on the part of some white Citizens to break their contracts with the Freedmen but so far with no success as I use every effort in my power, with the aid of the Civil Authorities, to cause all parties to fulfill their Contracts.

The Freedmen draw largely on their employers, and in a large majority of cases will have nothing due them at the close of the year.  I endeavor to instil into their minds the necessity of prudence, but in many cases it has little if any effect.  they the Freedmen have yet to learn the value of money, and many who will not take advice will learn a lesson from bitter experience this year, which I feel satisfied will be of benefit to them in the future.  There will doubtless be a great deal of difficulty in selling the accounts at the end of the year, particularly among those who
