In obedience to Cir. Nro. 6. dated Head Quarters Asst Commr- of Va., Jan'y 27. 1866, I have the honor to make the following report-. There is no change in the condition of the Freedmen in regard to industry since my last report- A large portion of them are at work and show a commendable disposition to work and to advance their interests not withstanding the discouraging conduct of the whites toward them.
 
The disturbances in Accomac County at the commencement of the month were very serious, but owing to the prompt interference of the military, I have the honor to state, are now quiet. the only serious disturbance
