The Civil Authorities are in a very poor condition: they are now unable to build a jail or any other necessary public buildings and to take charge of the immense number of indigent and helpless "Freedmen" in this "Sub-Disct" they are unable to do  even if they had the desire. It may be asked why are not this class of  "Freedmen" removed to the counties to which they properly belong. 

As I have frequently reported counsel and persuasion will not gain their consent to this removal. They do not wish to go back to their former residences where they were "boundmen," having lived here for some years and tasted the first fruits of freedom in their present homes. Every exertion has been made to lay before the minds of all classes of the "Freedmen" residing in this Sub-Disct so densely populated by them, the benefits which would accrue to them by this removal, but all apparently
