"Freedmen" to break up the villages in which they are now congregated and scatter them abroad, where by precept and example of "White" citizens they would improve in morality and virtue. Living together as they now do old habits which they formed when slaves, still cling to them and many live in the lowest depths of degradation.

Workings of the Court.
The court as organised on a new basis in "York Co" Semi Military in its character has been productive of immense good: not a complaint has been heard from either color: its authority is known and respected, and crime has almost entirely ceased. The Freedmen will recognise and obey without a murmer the authority of Military rank but the civil power they look at with mistrust and appear to bear towards it the most bitter enmity
