added to the jurisdiction of this office and upon taking charge of this county I found that the conditions of affairs were not in a very prosperous condition. The "Whites" do not appear to understand the object of the "Bureau" and seem to entertain utter contempt for what they term the "Nigger Institution" but it is hoped by open, fair, and unprejudiced control of affairs in that County, that, they will learn its true objects, and that while securing to the "Freedmen" his rights and justice which is due to him, the best interests of the County will not be last sight of.
