General:

In obedience to Cir. No. 6 dated Head Quarters Asst Commr of Va. Richmond Va January 27, 1866, I have the honor to submit the following report - 

Very little can be said concerning the affairs in my Sub District for the last month.  The colored people are presently at work. The disturbances that occurred here during the months of July and August have ceased altogether.  I think a disposition still remains among the whites to disturb the freedpeople, but owing to the presence of a company of the 12th Infantry that feeling is kept in check.   The feeling of the colored people in this respect is commendable - they wish to be let alone and allowed to pursue their avocations
