Adjt Genl Genl I have the honor to make the following report relative to affairs in general in the Sub-Dist comprising the counties of Tazewell, Bland and Smyth of 8th Dist Va, for the month of Sept/66 The affairs in general are the same in Smyth Co as in the month of August. The Freedmen are generally industrious and prety well satisfied to labor for a fare compensation. There has been but few complaints by them against the white people, and but few from the whites against them. I have been unable to obtain a horse this month to visit the Counties of Tazewell and Bland.
