Heathsville Northumberland County Va. September 26, 1866 Busby E.W. Lieut. and Asst Supt &c In compliance with Cir 6, dated Head Qrs Asst Comr Richmond Va. Jany 29, 1866, reports that the s tate of feeling between the Whites and Freedmen, in the counties of Northumberland, and Lancaster Va is steadily improving. No cases of outrage on either side have occurred during the month of September. The Freedmen are generally employed and are some of them making very fine crops.
